US Strike Kills 4 in Alleged Narcotics Vessel Operation near Venezuelan Coast

As stated by US Defense Secretary the Pentagon's top official, American forces eliminated four people in an operation against a boat suspected of transporting illegal drugs in international waters near Venezuela.

This action occurred shortly after US officials notified Congress regarding the US was entering a "non-international armed conflict" with narco-trafficking organizations.

This marks at least the fourth such unprecedented and controversial attack conducted by American military outside US territorial waters in recent weeks.

Details of the Strike

The defense secretary stated that the boat was targeted while transporting substantial amounts of illegal drugs destined for the United States, posing a threat as poisoning the people.

“Intelligence assessments definitively verified the vessel’s involvement in drug trafficking, identifying those aboard as narco-terrorists using established smuggling routes,” Hegseth said in a social media post.

Hegseth also claimed that the vessel had links to terrorist groups, a label applied through a private document sent to lawmakers.

Legal and Governmental Context

The Trump administration have informed the legislative branch that it considers cartels are non-state armed actors whose activities smuggling drugs “constitute an armed attack” on the US.

This notification included a secret session for members from the Senate defense panel, conducted earlier this week.

Administration officials attempted to legitimize the strikes by citing Trump’s constitutional authority, permitting military action for self-protection in limited engagements.

Earlier Operations and International Response

Prior to this incident, American military carried out strikes against three vessels in Caribbean waters, which led to 17 fatalities and causing widespread international outrage.

Hegseth emphasized that such operations “will continue” as long as “threats to US citizens persist”.

Governmental Changes and Supervision

The Trump administration have allegedly empowered a White House security body to operate separately within the administration, a shift unlike prior governments which had it reporting to the security chief.

This restructuring has influenced the planning and execution of such strikes, with some officials learning of strikes shortly prior to they occur.

Regardless of official claims, juridical specialists point out that labeling trafficking groups as foreign terrorist organizations does not provide additional authority for using deadly action without concrete evidence linking them to another state.

To date, the administration has not provided such evidence concerning the supposed penetration of the Venezuelan government.
